Annual Open Enrollment
The Open Enrollment Period is a designated time during which individuals can shop, compare, and enroll in or renew their health and dental insurance coverage for the upcoming year. The enrollment period for 2024 coverage begins on November 1, 2023. Qualified Health Plans (QHPs) and Stand-Alone Dental Plans (SADPs) are available for enrollment during this time. Individuals who have previously shopped for insurance are encouraged to review their options again.
Special Enrollment Period
The Special Enrollment Period is a designated time outside of the annual Open Enrollment Period during which individuals can sign up for health insurance coverage if they have experienced a Qualifying Life Event. Examples of Qualifying Life Events include losing your job-based insurance, getting married, having a baby, or moving to a new state. If you have a Qualifying Life Event, your Special Enrollment Period will generally last 60 days from the date of the event. However, if you qualify for Medicaid or CHIP, or if you are an American Indian or Alaska Native, you can enroll in coverage at any time during the year. Additionally, the Covered Connecticut Program and a New Special Enrollment Period for Residents with Lower Income offer other opportunities for individuals to enroll in health insurance coverage.
Health Insurance
Before selecting a new healthcare plan, it's important to understand how the plans work and what services are covered. It's also important to keep your individual needs in mind, such as the doctors you prefer to see, the prescription drugs you need, and the medical services you expect to use.

Access Health CT offers healthcare plan options through three providers: Anthem, ConnectiCare, and Husky.

There are three main components to healthcare plans:

Monthly premiums are the amount you pay each month for your coverage, which is typically determined by the plan you choose and any financial help you may qualify for.

Yearly deductibles are the amount you must pay out-of-pocket each year before your plan begins to cover your medical expenses. Deductibles can range from $0 to several thousand dollars, depending on the plan you select.

Copayments and coinsurance are charges that you must pay each time you receive medical care, such as visiting a doctor or purchasing a prescription drug. Copayments may be a set dollar amount, while coinsurance is typically a percentage of the cost of the service or medication.
Dental Insurance
Access Health CT offers dental coverage in various ways to ensure that individuals have access to dental and oral health services.

All health insurance plans available through Access Health CT include pediatric dental coverage for anyone under 26 years old. This coverage is also considered an Essential Health Benefit under the Affordable Care Act.

Some health plans and programs offered through Access Health CT, such as the Covered Connecticut Program, also include dental coverage for adults. Additionally, the Husky Health Program, which is Medicaid/CHIP programs, provides dental coverage for children and adults.

If your current health insurance plan does not include dental coverage, you can obtain a stand-alone dental plan through Access Health CT. You can enroll in a stand-alone dental plan during the Open Enrollment Period that begins on November 1, or during a Special Enrollment Period if you have experienced a Qualifying Life Event. By offering various dental coverage options, Access Health CT aims to ensure that individuals have access to the dental care they need for their overall health and well-being.
Financial Help
Access Health CT provides financial assistance to Connecticut residents to help them pay for their health insurance coverage. This assistance is available in the form of Advanced Premium Tax Credits (APTC) and Cost-Sharing Reductions (CSR). APTC is a subsidy that lowers the monthly premium for qualified individuals and families, while CSR helps reduce the out-of-pocket expenses such as deductibles, copays, and coinsurance.

Additionally, Connecticut residents who meet specific eligibility requirements can receive coverage through the Covered Connecticut Program, which provides health insurance coverage, dental coverage, and Non-Emergency Medical Transportation (NEMT) benefits at low or no cost. The program is administered by the Connecticut Department of Social Services.

Furthermore, Access Health CT offers Husky Health Programs, which include Medicaid and the Children's Health Insurance Program (CHIP). These programs offer low-cost or free healthcare coverage for eligible individuals and families with low income.
